So Carla being Lil Gideon's mom, eh? That's a new one! Let's get into it shall we~
Since I have never heard of this theory before, I looked it up on Google. This led me to a certain tumblr post, which I assume is what you saw (or maybe not? idk this was one of the only ones that came up):

To be honest, I am going to ignore the majority of that (because it's kind of weird... specifically the incest part), and put my own spin on this whole shebang.
Bud Gleeful, Gideon's father, is known to have a rivalry with Stan right from the get-go. It is automatically assumed that this is due to their rivaling businesses, "The Mystery Shack" and "The Tent of Telepathy", but who's to say it doesn't go deeper than that?
Commercials for Lil Gideon's Tent of Telepathy is voiced by Bud himself, as you can see here:
"Carla, I've always loved you but never had the guts to say it"? Bud loves a woman named Carla?
Gideon's mother's actual name has never been stated outright in the show, and in canon, is simply "Mrs. Gleeful". This is even shown in the episode Society of the Blindeye, where she was one of the many citizens in Gravity Falls to have her memories taken away:
Knowing that, I want to bring your attention to the ending of the longer commercial (which can't be found anywhere on YouTube, by the way. Seriously?). During this commercial, Bud does the thing where he speaks really fast and the text goes through the screen quickly as well, to match the pace of the sped-up voice. The most notable thing is the last part he says:
So what am I getting at? Her first name could totally be Carla! Last names aren't an issue here, since traditionally, the wife takes on the husband's last name when they are married.
But speaking of the Society of the Blindeye... Do you remember how McGucket was like before the effects of the memory ray took a toll on him?
Now he has went insane, and his overall appearance is rougher, and less clean.
...Similar to how Mrs. Gleeful looks.
At these points, McGucket is not only acting sane, but his appearance is of the norm as well. This is in contrast to later on:
She seems, well, frazzled... This could've been a result of many occurrences of having her memory wiped.
I mean, after witnessing another one of Gideon's tantrums, she kept muttering "Just keep vacuuming, just keep vacuuming..." to herself.
But why would she need to have her memory wiped?
I'd say from teenage years to late 20s/early 30s? Quite a while.
It's highly possible that during this time, Stan was into the paranormal the way he is now. And since Stan and Carla were so close... Who's to say that Carla didn't know about the happenings of Gravity Falls as well?
If Carla knew about the journals and the strange things that went on in Gravity Falls, it would be a very good reason behind why she would have her memory wiped by the Blindeye Society... And a good explanation for how Gideon obtained the journal.
The show never explained how Gideon got the 2nd journal, so it's really up to interpretation. For the purpose of this theory, I speculate that he received the journal from his mother (or at least through his mother), due to her possible knowledge of the journals because of her close relationship with Stan.
